The foundations of exploring the galaxy can be traced back to the very first meetings between the UCM and first contact with the Shaltari. But any long term alliance between the UCM and the Shaltari was quickly put paid to as apparently the Shaltari's plans for using humanity as cannon fodder. It seems the Shaltari have found a much more pliant race to suit their needs in the Pungari, who devoted to the Shaltari and appear willing to die in large numbers for them should one be present to witness their sacrifice.
