This Halfling is the local pickpocket and is well known for thieving in the town, he uses a special pouch to store his money as it has a hidden compartment so if he ever gets caught he can show people that there is nothing in his pouch. Because of this the local law enforcers never have any evidence to arrest him on, but everyone else knows that he steals they just don't know where he hides it.
